• All types of domestic entities are eligible to apply as the lead institution, except other Federal agencies, Federally Funded Research and Development Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. That being said, multi disciplinary and inter institutional collaborations are strongly encouraged to enhance and strengthen research capabilities as needed. Collaboration could include institutions such as universities, industry, non profit organizations, federal laboratories and Federally Funded Research and Development Centers (FFRDCs), including the DOE National Laboratories. However, contributions by international entities and federal laboratories and FFRDCs, including the DOE National Laboratories, should be limited to filling critical voids in expertise and represent only a modest portion of the overall effort. All collaborative applications should include letters of agreement from each collaborator who would receive funding. These letters should specify the contributions the collaborators intend to make if the application is accepted and funded. Applications for multi investigator projects should present a management structure for integrating collaborating investigators. Involvement of students and post doctoral scientists is encouraged.
