- The Kenya Ministry of Health National Blood Transfusion Service (KNBTS) is the sole organization mandated by the Government of Kenya to deal with blood transfusion issues supply, distribution, and utilization. This is in accordance with World Health Organization (WHO) guidelines. KNBTS was established in the year 2000 with the goal of ensuring a safe and sufficient blood supply for the country. Previously, blood was obtained from non voluntary family replacement donors at fragmented hospital based transfusion units that lacked a standardization of procedures. The policy guidelines on blood transfusion (2001) recommended a shift from hospital based transfusion services to a centralized system. This ensures standardization and improved quality of blood supplies with consequent reduction in transmission of HIV, hepatitis and other transfusion transmissible infections (TTIs). Previous cooperative agreements include U62/CCU023686 of 2004 and U2GPS001794 of 2010. The proposed new project will build on the previous two cooperative agreements between KNBTS and CDC for HIV prevention through blood transfusion. The previous 2 cooperative agreements were single eligibility because KNBTS is the sole body with mandate to oversee Kenya blood services, and the two single eligibility requests were successful. Applications may be submitted by Ministries of Health (MOH), National Blood Transfusion Services, or their bona fide agents. Bona Fide Agent/s must provide a support letter from MOH.
