- The category of grant applicants is unrestricted, however, Applicants must meet all of the following requirements to receive a grant (1) You must be an eligible applicant and located in the United States or a U.S. Territory, Possession, or other area authorized by law to participate in programs of the Rural Utilities Service or the Rural Electrification Act of 1936, as amended (7 U.S.C. 901 et seq.). (2) The grant project must serve an eligible extremely high energy cost community and not be for the benefit of a single household or business. (3) The proposed project must provide or improve energy generation, transmission, or distribution facilities serving an eligible community. (4) The planning administrative costs of the grantee not directly related to carrying out the grant project must not exceed 4 percent of grant funds.
