Other Special Eligibility Criteria Competition is limited to State sexual assault coalitions that receive Sexual Assault Coalition Grants funded through the Violence Against Women Act (VAWA) (PL 106 386, section 1103(c), 42 U.S.C. section 3796gg 1 3796gg 3), as identified by the Centers for Disease Control and Prevention (CDC). A list of eligible state sexual assault coalitions can be found in attachment III and at http://www.ovw.usdoj.gov/statedomestic.htm. The recipient of the Building Capacity to Prevent SV through Resources, Training and Technical Assistance FOA will be charged with supporting CDC SV prevention program grantees and SV practitioners nationwide through resources, training and technical assistance to support and strengthen state and local SV prevention system capacity and help grantees to meet their own planning, implementation and evaluation goals and objectives. Competition is limited to State sexual assault coalitions because these organizations have a unique, in depth and comprehensive knowledge base of SV prevention programs. This knowledge base is essential to the implementation of an effective sexual violence primary prevention training and resource center that can provide leadership and expertise to build the individual, organizational, and sexual violence prevention systems capacity of the sexual violence and public health field.
