China CDC is the most appropriate and qualified agency to conduct the activities specified under this cooperative agreement for the following reasons 1. China CDC is the only organization in China that possesses the requisite public health, scientific and technical expertise and the infrastructure capacity, and who has the primary responsibility within the Chinese government to address public health issues. These combined attributes make it uniquely qualified as the only organization in China capable of effectively conducting the activities proposed for this umbrella cooperative agreement. 2. China CDC is uniquely positioned in terms of governmental authority, mandate and ability to oversee and safeguard public health, and to collect and analyze information and disseminate reports related to multiple health issues. It has the ability to utilize existing public health networks and other partners to assure the accomplishment of public health goals as required in this cooperative agreement. 3. China CDC has in place the central, provincial and district based structures required to immediately engage in the activities listed in this announcement. 4. China CDC is the key governmental agency that will enable U.S. CDC to execute its approved global health strategy. Specifically, U.S. CDC working through its strong partnerships with China CDC, will assure the implementation and evaluation of public health programs that will result in the prevention and control of diseases both communicable and non communicable in China. 5. Over the past 10 years with two consecutive influenza cooperative agreements as well as one emerging infectious disease agreement and two HIV/AIDS agreements, China CDC has strengthened field epidemiology training programs, influenza surveillance and control programs, emerging infections programs, TB surveillance programs, HIV/AIDS prevention, care, training and surveillance programs, and has scaled up successful pilot projects. China CDC has achieved goals and accomplished objectives that have lead to improving the heath and quality of life of Chinese citizens. Furthermore, China CDC has shared advances in research and lessons learned in the public health practice with U.S. CDC and the rest of the world
