- Grants may be made to a Consortium, as defined in Section II of this Notice. The Consortium, itself, does not have to be legally organized. However, at least one member of the Consortium must be legally organized as an incorporated organization, or other legal entity, and have legal authority to contract with the Government. The Consortium must be located in the Delta Region and must include at least three entities that are regional institutions of higher education, academic health and research institutes, health care cooperatives or economic development entities. As stated above, at least one member of the Consortium must have legal capacity and authority to carry out the purposes of the projects in its application, and to enter into contracts and to otherwise comply with applicable Federal statutes and regulations. A member of the Consortium may serve as the lead representative for the applicant. The applicant must be able to demonstrate at least one year of experience in addressing the health care issues in the Delta Region. Individuals are not eligible to apply for Delta Health Care Services Grant Program financial assistance directly.
