DWFP-funded work is expected to be “product oriented,” meaning it should be tied to a specific product concept, prototype, formulation, or application system, and it can include basic or applied research as long as it clearly advances a deliverable relevant to military use. Projects may involve evaluating experimental products for military utility or advancing an existing product toward commercial manufacture. While the research must be primarily applicable to military needs, the program also values solutions that can transfer to civilian public health or pest management contexts, which helps broaden impact and encourages pathways to commercialization or broader adoption.

Funding for FY16 is anticipated at roughly $2,000,000 total across the program (with future years dependent on available appropriations). Individual awards are capped at $250,000 per year for up to three years (renewable), and that cap includes both direct and indirect costs. The program expects to make approximately 8 to 12 awards, with an intended project start around April 2016. Applications are evaluated based on peer-reviewed scientific merit and on programmatic relevance, with final selection informed by an AFPMB Integrated Process Team that considers how well proposals align with operational needs and deployment realities.

Eligibility is broadly open to investigators employed by or affiliated with an eligible institution, including for-profit and non-profit organizations, public and private entities, and institutions in any country. Examples include universities, hospitals, laboratories, companies, and government agencies at local, state, or federal levels. One notable exception is that USDA investigators are handled under separate inter-agency funding arrangements rather than through this solicitation pathway.
