Level 2 is therefore better aligned with projects that have moved beyond an initial hypothesis and are now ready to validate mechanisms, test interventions, or build a more direct bridge toward clinical application.

The opportunity also offers a Partnering PI option to encourage meaningful collaborations rather than superficial co-investigator arrangements. Under this structure, two principal investigators participate: an Initiating PI and a Partnering PI. Each PI receives a separate award, but they are expected to co-develop the core application elements together, including the project narrative and the statement of work. The intent is that each PI brings distinct, complementary contributions, whether from similar specialties or very different disciplines, and that the applicants clearly justify why the work is stronger as a coordinated partnership than it would be as two separate projects. New collaborations are welcomed but not mandatory. At the same time, the program discourages investigators from serving as a Partnering PI on multiple submissions unless the proposals are truly addressing different research questions, which is meant to keep collaborations focused and substantive.
