- The Drug Free Communities Act of 1997 (Public Law 105 20) and its subsequent Reauthorization Acts (Public Law 107 82 and Public Law 109 469) authorize initial grant funding or renewal grant funding for coalitions who meet all eligibility criteria. All DFC applications will be jointly screened by ONDCP and SAMHSA to determine whether each applicant meets all the DFC program eligibility requirements contained in the eligibility requirements in the RFA. In addition, the nonprofit status of the grantee organization will be verified along with their ability to fiscally manage Federal funds. Applications submitted by eligible coalitions that demonstrate that they meet all requirements will then be scored by an independent panel according to the evaluation criteria described in Part V of this RFA, Application Review Information. DFC grant funds are intended to support eligible community based coalitions focused on addressing youth substance use. Applications submitted by applicants that do not demonstrate that they meet all of the eligibility requirements will not advance to the Peer Review stage. Nothing can be added to an application once it has been submitted. A table in the RFA contains a summary of the DFC eligibility requirements and the minimum documentation applicants must provide to meet the eligibility criteria. Where to Document sections in the table tell you where to include the required information in your application (e.g., as an attachment, in the Project Narrative, in the Budget Narrative). Each year, DFC grantees must demonstrate compliance with all of the eligibility criteria in this RFA to be considered for continued funding.
