The Emergency Medical Services for Children statute establishes a program for States through a State designated agency, or to accredited medical schools within States, to support a program of demonstration projects for the expansion and improvement of emergency medical services for children who need treatment for trauma or critical care (Section 1910 of the PHS Act). For purposes of this grant program, the term State includes the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Northern Mariana Islands, Guam, American Samoa, the Republic of Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia. The term school of medicine is defined as having the same meaning as set forth in Section 799B of the PHS Act (42 U.S.C. 295p(1)(A)). Accredited in this context has the same meaning as set forth in section 799B (1)(E) of the PHS Act (42 U.S.C. 295p(1)(E)). It is the intent of this grant program to stimulate further development or expansion of ongoing efforts in the States to reduce the problems of life threatening pediatric trauma and critical illness. It is anticipated that applications will be submitted by the organization responsible for EMS for children, which may be the State Emergency Medical Services (EMS) office. The involvement of the State MCH program in all grant categories is strongly encouraged. Linking EMSC activities with the system of care for children is essentially a key step to successfully integrating the pediatric needs into the entire continuum of care. Such involvement could be demonstrated by a letter of support. If the applicant is a school of medicine or the state MCH program, the application must be endorsed by the State EMS office. The State s endorsement must acknowledge that the applicant has consulted with the State and that the State has been assured that the applicant will work with the State on the proposed project. This endorsement must accompany the application. Without the endorsement, the application will not be considered for funding.
