Methodological rigor is a major emphasis. The FJSARC is expected to advise and educate BJS staff on approaches that strengthen measurement and inference, including techniques to identify and quantify the effects of missing or incomplete data, strategies to address selection bias, and appropriate imputation methods. The awardee is also expected to apply advanced analytic techniques suitable for both longitudinal and cross-sectional analysis so that BJS can better describe and interpret patterns in federal case processing from start to finish.

Because BJS priorities can change, the solicitation stresses the need for a well-organized staffing plan that can adapt quickly to shifting analytic questions and deliverables.
