Opportunity Summary:

The Fiscal Year (FY) 2015 Cooperating Technical Partners (CTP) Program - Region 2 is a FEMA grant opportunity designed to strengthen the National Flood Insurance Program (NFIP) by building and sustaining practical partnerships among federal, state, tribal, regional, and local entities. The central idea is to reduce flood losses and improve community resiliency by expanding local and state capability to create, maintain, and communicate reliable flood risk information. Through this opportunity, FEMA can provide federal assistance primarily via cooperative agreements to eligible Cooperating Technical Partners to carry out projects that support both the regulatory and technical sides of the NFIP. That includes helping NFIP State Coordinating Agencies and NFIP-participating communities continue their ongoing responsibilities, while also improving the broader ability of states, communities, and even public and private sector stakeholders to understand and mitigate flood risk. A major emphasis is on flood risk data and mapping products, especially Flood Insurance Rate Maps (FIRMs), along with related datasets and tools used to assess and communicate flood hazards.

Eligible activities generally fall into three broad categories: program management support, technical risk analysis and mapping, and flood risk communication. In practical terms, this can mean work such as developing or updating flood studies, producing mapping inputs and deliverables, improving the processes used to collect and validate flood hazard information, and helping communicate flood risk information so communities and stakeholders can make better planning, mitigation, and regulatory decisions. FEMA also notes that it may provide technical assistance, training, and/or data to help partners carry out work aligned with FEMA priorities, and that FEMA funding is intended to complement (not replace) the partner's own leveraged resources, data, and capabilities.

This competition is limited to qualified CTPs. To receive an award, an applicant must already be a Cooperating Technical Partner with a signed Partnership Agreement with FEMA Headquarters or a FEMA Regional Office. The applicant must also either be (or represent) an NFIP community in good standing, or be a FEMA-approved nonprofit organization whose primary mission supports NFIP goals and objectives. FEMA expects applicants to already have non-federally funded processes or systems in place for collecting, developing, evaluating, disseminating, and communicating flood hazard and risk assessment data and mapping. Applicants must demonstrate they have the capability to perform the proposed work, meet CTP program performance metrics, and provide timely and accurate performance reporting to FEMA. Where applicable, partners must be willing to use FEMA's Mapping Information Platform (MIP) and update activity information at least every 30 days in the Studies Workflow (and more frequently for the Revisions Workflow).

FEMA strongly encourages potential applicants to coordinate with FEMA before submitting an application, so applicants understand current program priorities, objectives, and performance measures and can shape a work plan that fits those priorities. Once funded, the partner must comply with the requirements in the funding announcement, the award's terms and conditions, and the existing Partnership Agreement, including the FEMA-approved Statement of Work or Mapping Activity Statement.
