- This competition is open to State Service Commissions on National and Community Service, and alternative administrative entities, as defined by Section 178(a) of the National and Community Service Act, only. An applicant may apply as a single organization or consortia of organizations, however, one partner must be designated as the lead applicant. Applicants must have a successful track record of providing training and technical assistance to national service programs and projects. Organizations that have been convicted of a Federal crime are disqualified from receiving the assistance described in this Notice. Pursuant to the Lobbying Disclosure Action of 1995, an organization described in Section 501(c)(4) of the Internal Revenue code of 1986, 26 U.S.C. 501(c)(4) that engages in lobbying activities is not eligible to apply.
