The FY16 Project on Advanced Systems and Concepts for Countering WMD (PASCC) aims to engage top researchers in exploring security studies relevant to countering weapons of mass destruction (WMD) and weapons of mass effect (WME). The initiative seeks innovative proposals addressing various topics from January 1, 2016, through September 30, 2017.

Key research areas include:

1. **Proliferation of WMD/WME**: Addressing current global proliferation issues, developing strategies to prevent or mitigate the consequences of WMD/WME usage, and enhancing resilience against emerging threats from both state and non-state actors.

2. **Future Technologies**: Investigating strategic future weapons, including synthetic biology, nanotechnology, and autonomous systems. The focus is on anticipating threats to stability and understanding connections between civilian tech and warfare.

3. **WMD/WME Delivery Systems**: Researching how to prevent new delivery methods, including for biological weapons, and exploring strategies to control the transfer of existing delivery systems to dangerous entities.

4. **Management and Prevention Mechanisms**: Proposing enhancements to current treaties and regimes governing WMD/WME, creating new international frameworks, and analyzing perceptions related to these threats.

5. **Multi-Domain Threats**: Examining the intersections between strategic stability and other domains (like cyber and space), including the prevention of attacks on national infrastructure and the verification of stability measures.

Funding will be allocated based on the quantity and quality of proposals received. Note that the program does not fund technology development, conventional terrorism studies, or primarily cybersecurity topics.
