New organizations must demonstrate that they will serve the existing patients, populations, and provide at least the same scope of services of the current grantee. Eligible applicants may include State and local governments, their agencies, and Indian Tribes or tribal organizations with or without Federal recognition. Community based and faith based organizations are also eligible to apply.
