Opportunity Summary:

The Office of Naval Research (ONR) grant opportunity titled "Information Integration and Automated Image Understanding Applied Research Programs" (Funding Opportunity Number ONRBAA09-019) sought applied research proposals that could push forward practical, defensible methods for handling modern military data overload. The central problem the announcement highlights is that future naval and joint operations will depend on sea, land, and air forces working together while processing massive volumes of information coming in from many different sources. Sensors, networks, and human reporting can generate data faster than analysts and operators can realistically interpret it, so ONR emphasized the need to automate parts of the data-to-decision pipeline in order to reduce operator workload and present only what is relevant for situational awareness and timely action.

Technically, ONR was looking for work that develops efficient, theoretically sound, and consistent algorithms for organizing, integrating, and fusing high-dimensional data. In plain terms, they wanted methods that can take many complicated inputs (for example, multiple sensor modalities, reports, and archived records) and combine them into coherent, usable understanding rather than disconnected streams of raw information. Alongside data fusion, the opportunity also focused on automated image understanding, meaning algorithms that can interpret imagery without requiring constant human review. The goal was not just better analytics in the abstract, but tools that can operate reliably in real mission settings where speed, robustness, and clarity matter.

A major application area described is adaptive, persistent surveillance in the maritime domain, defined broadly as extending from roughly 250 miles offshore to 200 miles inland, covering environments such as open ocean, coastal and littoral regions, riverine settings, deserts, and urban terrain. ONR framed this as a setting where surveillance assets and their supporting software must do far more on their own. The envisioned systems would coordinate and navigate autonomously with minimal high-level human supervision, continuously monitor areas of interest, and intelligently manage what they collect and retain. Capabilities specifically called out include recognizing and tracking objects or agents of interest, dwelling longer on relevant scenes, discarding irrelevant data to avoid swamping storage and analysts, indexing and storing important data for later forensic use and after-action analysis, and issuing timely alerts that provide warfighters with concise, actionable information.

From an administrative standpoint, the opportunity was released as a discretionary funding announcement using grant and procurement contract mechanisms under the Science and Technology / Research and Development category, with CFDA 12.300 (Basic and Applied Scientific Research). Cost sharing was not required. Key dates included a posted date of March 6, 2009, a white paper due date of March 31, 2009, and a final proposal deadline that was revised and extended to June 11, 2009 (with the archive date listed as June 30, 2009). The solicitation was open to a wide range of applicants from academia and industry, and it explicitly encouraged participation from Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs), while also clarifying that there was no set-aside reserved specifically for them.

Eligibility rules were detailed and important. Federally Funded Research and Development Centers (FFRDCs), including Department of Energy national laboratories, were not eligible to receive awards directly, and Navy laboratories, warfare centers, and other federal government labs were also not eligible to submit white papers or full proposals directly. However, the announcement allowed teaming arrangements where these organizations could participate alongside eligible prime bidders, as long as such collaboration was permitted under the relevant sponsoring agreements. ONR also emphasized collaboration expectations: offerors needed to be willing to cooperate within an integrated program and exchange software, data, and other information with other contractors and ONR-selected system integrators. Additionally, some topics were described as export controlled, meaning certain research areas could be limited to U.S. persons under ITAR rules, which would affect staffing and participation on affected efforts.

Overall, the opportunity was essentially a call for applied R&D that could help the Navy and joint forces turn overwhelming, multi-source data and imagery into reliable, automated situational understanding. The emphasis was on algorithms and computational tools that are not only innovative, but also efficient, mathematically grounded, and capable of supporting autonomous or semi-autonomous surveillance operations across diverse maritime and near-maritime environments. Contact for access issues was listed as Jennifer Williams, Contract Specialist, at 703-588-2432 (with a note directing grants.gov questions there).

Who is the sponsoring organization?

The sponsoring organization is the Office of Naval Research (ONR).

What problem is ONR trying to solve with this opportunity?

ONR highlights modern military data overload: future naval and joint operations will depend on sea, land, and air forces working together while processing massive amounts of information from many sources. Sensors, networks, and human reporting can produce data faster than analysts and operators can reasonably interpret it, so ONR emphasized automating parts of the data-to-decision pipeline to reduce operator workload and surface only what is relevant for situational awareness and timely action.

What type of work was ONR seeking: basic research or applied research?

The announcement sought applied research proposals focused on practical, defensible methods that can perform reliably in real mission settings where speed, robustness, and clarity matter.

What are the main technical focus areas described in the announcement?

The opportunity focused on (1) information integration and high-dimensional data organization/integration/fusion, and (2) automated image understanding. ONR emphasized efficient, theoretically sound, and consistent algorithms that can turn multiple complex inputs into coherent, usable understanding rather than disconnected streams of raw information.

What does ONR mean by "information integration" and "data fusion" in this context?

In plain terms, ONR described methods that take many complicated inputs (for example, multiple sensor modalities, reports, and archived records) and combine them into coherent, usable understanding. The emphasis is on algorithms that are efficient, mathematically grounded, and consistent.

What does "automated image understanding" refer to in this opportunity?

It refers to algorithms that can interpret imagery without requiring constant human review, supporting faster and more reliable situational understanding under operational constraints.
