If an organization is rated as a top applicant in more than one cluster, USAID will select which agreement (Luzon, Visayas or Mindanao) to award to this organization. These determinations will be made by USAID based on which selection will best achieve the target results of this RFA. Implementation of the FP/MNCHN program by a broad group of partners, recipients and subrecipients, with diverse as well as innovative strategies and approaches is desired. A cost share of at least 5 of the total USAID funding is required under this RFA.
