The solicitation also draws a bright line on who can receive MURI funds: organizations such as industry, DoD laboratories, Federally Funded Research and Development Centers (FFRDCs), and foreign universities may collaborate scientifically, but they cannot receive MURI funding either directly or through subawards. There is, however, a limited workaround for cases where a modest amount of funding is truly necessary to enable collaboration with an otherwise ineligible organization. In that situation, the ineligible organization can submit a separate supplemental proposal that is attached to the main MURI proposal, evaluated separately by the Research Topic Chief, and, if approved, funded by the responsible agency using non-MURI funds. Because that non-MURI funding is not guaranteed, ONR advises principal investigators to keep funding requests within eligible organizations whenever feasible.
