- Eligible applicants include state, local and Indian tribal governments, institutions of higher education, other nonprofit and commercial organizations and individuals whose projects have the potential to benefit the impacted natural resources. Applications from Federal agencies or employees of Federal agencies can be submitted but cannot be considered for NOAA grants. Such applications may be funded through the other Trustee Council agencies. The Department of Commerce/National Oceanic and Atmospheric Administration (DOC/NOAA) and the Council are strongly committed to broadening the participation of historically black colleges and universities, Hispanic serving institutions, tribal colleges and universities, and institutions that work in underserved areas. The Council encourages proposals involving any of the above institutions.
