Opportunity Summary:

The NOAA Regional Ocean Partnership Funding Program (ROPFP) FY2013 competition is a discretionary grant program designed to strengthen how coastal and ocean resources are managed across state, federal, tribal, and other jurisdictional boundaries. This can include regionally coordinated actions that translate planning into tangible outcomes, such as shared decision-support tools, cross-jurisdictional policy alignment, or regional initiatives that address priority management challenges while reinforcing national ocean policy objectives. Focus Area 2 supports the development and governance side of regional collaboration, including operational support for existing ROPs and assistance to establish new ROPs in regions that choose to form them. This can involve developing strategic or management plans, strengthening governance structures, convening partners, managing partnership activities, and generally building the institutional capacity needed to sustain regional ocean governance over time.

Tribal participation is treated as a priority in this funding cycle. NOAA states it will prioritize funding at least one FY2013 application from federally recognized tribes, or from groups endorsed by tribes through a letter from federally recognized tribal leads in the region. Tribal applicants may apply under either Focus Area 1 or Focus Area 2. The emphasis is not only on tribal eligibility, but on meaningful coordination: applicants are strongly encouraged to show active collaboration among tribes within a region and with the region's lead ROP, supporting inclusive regional planning and shared implementation of actions that match both regional and national priorities.

From an outcomes perspective, the program is positioned to advance the Department of Commerce goals related to environmentally and economically sustainable coastal communities, as well as climate adaptation and mitigation. It also aligns directly with NOAA's strategic goal for "Resilient Coasts and Economies," including objectives related to comprehensive ocean and coastal planning and management, and helping coastal communities adapt to hazards and climate change. The funded work is therefore expected to contribute to better-integrated governance, stronger regional planning capacity, and practical steps that improve resilience and stewardship across coastal and ocean systems.

Administratively, this opportunity (Funding Opportunity Number NOAA NOS CSC 2013 2003510) anticipated about 10 awards, with individual grant amounts ranging from $100,000 to $500,000 and no cost-sharing or matching requirement.
