For profit organizations must agree to forgo any profit or management fee. OJJDP welcomes joint applications from two or more eligible applicants however, one applicant must be clearly indicated as the primary applicant (for correspondence, award, and management purposes) and the others indicated as co applicants. The primary applicant for this solicitation must be the organization conducting and leading the mentoring evaluation or research. While the lead evaluator/primary applicant may partner with additional research and program sites through subrecipient relationships, the primary applicant must clearly be the entity with primary responsibility for conducting the research or evaluation.
