This APS is issued as a public notice to ensure that all interested and qualified organizations have a fair opportunity to submit applications for funding. Eligible organizations could include, for example, foundations, non governmental organizations, faith based organizations (FBOs), community based organizations (CBOs), host country organizations, private organizations affiliated with public academic institutions and international non governmental organizations, private companies, professional associations and consortiums of the above. FBOs and CBOs, in particular, are strongly encouraged to submit applications. USAID has published in the Federal Register (Vol. 69, No. 202/Wednesday, October 20, 2004/Rules and Regulations) new regulations on participation by FBOs in agency programs. This guidance may be found at http://www.usaid.gov/ourowrk/globalpartnerships/fbci/fbocomments101304.doc. Applicants are required to have a Dun and Bradstreet Data Universal Numbering System (DUNS) number to apply for a cooperative agreement from the U.S. Federal government. The DUNS number is a nine digit identification number, which uniquely identifies business entities. If a non U.S. organization does not hold a DUNS registration number at the time of application, a partner with a DUNS number can be the primary recipient. A non U.S. organization that does not have a DUNS number can contact USAID/Regional Development Mission Asia (USAID/RDMA), in Bangkok, Thailand for the appropriate form. If a consortium is proposed, at least one partner must meet the above eligibility requirements.
