UPS policy articulates that as part of its continuing commitment to effective rehabilitation and social integration of offenders, the UPS shall provide quality preventive and remedial medical services to those in its care. UPS administers 233 government prisons which are located throughout the country in 14 administrative regions. UPS has the authority to permit or deny access to prisons and prisoners. The legal mandate of the UPS and its associated responsibilities render UPS as the only feasible partner with the regard to the provision of HIV prevention, care and treatment services among prisoners and prison staff in Uganda, in line with the purpose of this FOA. The program will be implemented by the UPS medical services unit under the department of support services of the Uganda Prisons.
