The Federal Transit Administration (FTA) is offering funding through the Public Transportation Emergency Relief Program to help states, local authorities, Indian tribes, and other FTA recipients impacted by Hurricane Sandy, which struck in October 2012 and severely affected public transit in New Jersey and New York. The program has been authorized to distribute $10.9 billion from the Disaster Relief Appropriations Act of 2013, with up to $2 billion available immediately.
Funding is aimed at reimbursing capital and operating costs related to damages from the hurricane. Eligible projects include repairs to transit facilities, emergency operating costs for evacuations and temporary services, and relocation of equipment. The eligibility for this funding is non-competitive and will follow specified priorities.
The FTA has outlined three project categories:
1. Reimbursement for expenses incurred in response to the hurricane before January 29, 2013. 2. Funding for existing contracts related to hurricane recovery for which requests for proposals were issued by the same date. 3. Support for ongoing work related to hurricane response and recovery documented in the recipient's budget as of January 29, 2013.
