REACH CORE justifies limited competition to eligible applicants who are not current REACH US award recipients for the following reasons. The FY2007 REACH recompetition rendered 140 approved but unfunded applications indicating the level of interest and readiness of racial and ethnic minority communities across the country to launch and sustain programs that address racial and ethnic health disparities. The REACH CORE program provides much needed resources for those communities strategically poised to achieve larger scale community health impacts through an aggressive and targeted policy, system, and environmental change community action plan. At the time of award for REACH CORE, REACH US grantees will begin project period year 04 of implementation and evaluation. Maintaining focus and course of action on achieving established goals and objectives through the end of the project period supports the importance of improving health outcomes and the elimination of identified health disparities in these REACH US communities. If applying as a bona fide agent of a state or local government, a letter from the state or local government as documentation of the status is required.
