Opportunity Information: Apply for N40080 09 LTC 0002

The grant opportunity focuses on the removal of barriers that prevent fish from moving upstream within the streams surrounding Naval Support Facility Indian Head (NSFIH) in Maryland. The facility is situated near the Potomac River and features numerous perennial streams that could serve as vital habitats for various fish species. However, existing elevated and collapsed culverts in these streams obstruct fish passage.

The objective of this initiative is to survey these blockages and design effective solutions—either by removing or repairing the culverts or by using weirs to enhance water levels for fish movement. Two specific sites have been identified for intervention:

1. At building 743, an elevated 48-inch diameter culvert will be removed. The surrounding banks will be graded and stabilized using biodegradable materials and native vegetation. This will involve removing about 1,000 cubic yards of soil and 40 feet of existing railroad tracks.

2. At building 1033, a collapsed 30-inch diameter culvert will be repaired by adding a new 20-foot section to the existing structure. Similar stabilization efforts with biodegradable coir and native plants will be implemented, requiring the removal of approximately 30 feet of railroad tracks and around 667 cubic yards of soil disturbance.

Before any construction begins, the designs must receive approval from the Maryland Department of the Environment for sediment control and stormwater management, along with a non-tidal wetland permit. The NSFIH is a 3,500-acre site characterized by a blend of wetlands, steep slopes, and various ecosystems, necessitating coordination for safety due to explosive operations in certain areas. Therefore, daily check-ins with the NSFIH Natural Resources Office are required for accessing work sites.
