Opportunity Summary:

The National Science Foundation (NSF) Science of Science and Innovation Policy (SciSIP) program funds research that strengthens the evidence base behind science and innovation policy decisions. The core goal is to improve how policymakers and research leaders understand, evaluate, and allocate limited scientific resources by supporting projects that build better theories, models, analytical tools, datasets, and metrics. In practice, SciSIP backs work that can clarify how research systems function, how knowledge is produced and spreads, how innovation emerges in organizations and networks, and how policy choices shape scientific outcomes.

A central emphasis of the program is developing broadly useful conceptual frameworks and methods that apply across many science and innovation policy problems, rather than tools tailored to a single narrow case. Competitive projects may propose behavioral or analytical models of scientific activity, new ways to analyze science and technology indicators, or methodologies that translate complex research and innovation data into formats that are understandable and actionable for different audiences (for example, agency leaders, universities, industry partners, or the public). SciSIP also encourages proposals that create or substantially improve science, engineering, and innovation datasets, including the development of new indicators and measurement approaches. Proposals that demonstrate the feasibility of collecting and analyzing data on knowledge generation and innovation inside organizations are specifically highlighted as welcome.

SciSIP supports multiple project types and scales. Funding can go to single-investigator or multi-investigator research, experimental studies, and efforts focused on data collection and dissemination. The program also funds conferences and other interdisciplinary activities meant to spark new research ideas and improve communication and dissemination between social and behavioral scientists, the policy community, and the broader scientific community. In addition, the program allows for certain small-grant mechanisms designed for special circumstances, including time-sensitive Rapid Response Research (RAPID) awards and high-risk, potentially transformative Early-concept Grants for Exploratory Research (EAGER), following the NSF Grant Proposal Guide.

Interdisciplinarity is a high priority throughout SciSIP, reflecting the idea that effective science policy research often sits at the intersection of fields such as economics, sociology, political science, organizational studies, network science, bibliometrics, data science, and public policy. The program also places strong emphasis on broadening participation in the research community. It explicitly encourages submissions from junior faculty, women, other underrepresented groups, institutions that primarily serve undergraduates, and organizations in EPSCoR states.

The opportunity includes a Doctoral Dissertation Research Improvement Grants (DDRIG) component aimed at improving the quality and scope of doctoral dissertation research relevant to science and innovation policy. These DDRIG awards are intended to cover research costs that are not usually supported by a student’s university, such as substantial data collection, specialized data purchases, or fieldwork away from campus. They are not intended to pay tuition, stipends, or general cost-of-living expenses.
