The Self-Help Homeownership Opportunity Program (SHOP) is offering $10 million in grant funds for FY2015 aimed at national and regional non-profit organizations and consortia. The goal is to promote innovative homeownership opportunities across diverse geographic areas through self-help housing programs.

Eligible applicants must plan to use a significant portion of the grant in at least two states. Note that individuals cannot apply for these funds. The grant can be allocated for land acquisition, infrastructure improvements, and necessary planning and management costs (capped at 20 percent). However, costs for construction or rehabilitation of the SHOP units must be funded through other public and private sources.

The average expenditure for land acquisition and infrastructure improvements should not exceed $15,000 per unit, and the SHOP units must meet certain standards: they must be safe and sanitary non-luxury homes that adhere to local regulations, energy efficiency, water conservation, and accessibility guidelines. Furthermore, the units should be sold to low-income homebuyers at prices below market value.

Homebuyers are required to invest significant sweat equity in the development and cannot mortgage or restrict this contribution in future sales. Volunteer labor is also a necessary component of the program. The grantees have the option to distribute grant funds to local non-profit affiliates to implement the SHOP program in their areas.
