NASA Headquarters released the Space Technology Research Opportunities for Early Career Faculty (STRO ECF) solicitation on March 8, 2012 (Funding Opportunity Number NNH12ZUA003N). Each PI is allowed to submit only one proposal under this solicitation, and prior or current recipients of the Presidential Early Career Awards for Scientists and Engineers (PECASE) are not eligible. A notable structural constraint is that co-investigators are not permitted, although collaborators are allowed, which means the project must clearly be PI-led even if it involves external contributions.

NASA indicates it especially welcomes submissions representing the full range of U.S. institutions and explicitly encourages participation by women, members of underrepresented minority groups, and persons with disabilities. The funding is provided through NASA's Space Technology Program within OCT, and awards were planned to begin in fall 2012. NASA anticipated making approximately 10 grant awards, but emphasized that the final number depends on proposal quality and that the agency reserves the right to make no awards if warranted by the review outcome.

Applications had to be submitted electronically by an authorized organizational representative through NSPIRES (the NASA Solicitation and Proposal Integrated Review and Evaluation System) or through Grants.gov. A Notice of Intent was optional but due March 30, 2012, while full proposals were due May 3, 2012. Applicants were advised to register in the submission systems early and submit well in advance of the deadline to avoid technical problems.
