Applications from foreign government and quasi government agencies will not be considered. An Applicant must demonstrate regional and/or country presence, independently or through a relationship with another organization(s), which gives it the ability to initiate program activities in all CAFTA DR countries upon award of the Cooperative Agreement. See Section V. In accordance with 29 CFR Part 98, entities that are debarred or suspended from receiving federal contracts or grants are excluded from Federal financial assistance and are ineligible to receive funding under this solicitation.
