- The WHO has the most extensive and established presence in the regions of the world that are most heavily impacted by the HIV/AIDS pandemic. No other organization has such an entrenched international presence devoted to a comprehensive and sustainable response to HIV/AIDS. The current technical requirements for HIV/AIDS work in low resource settings are built upon the guidance documents and tools that were originally developed by WHO, which are recognized as international best practices. As a global health organization comprised of member states, WHO is in a unique position to foster country to country cooperation by utilizing existing resources from WHO designated collaborating centers in developed countries within the same region. This fostering of regional partnerships will create sustainable relationships and agreements, resulting in added synergy between neighboring countries working toward the same goal of combatting HIV/AIDS. The WHO is uniquely positioned to provide technical assistance to PEPFAR supported countries, as member states have signed on to WHO Millennium Development Goals (MDGs) to combat HIV/AIDS, malaria and other diseases. The WHO is working with countries to prevent people from becoming newly infected with HIV helping to change behaviors to reduce HIV risks increasing access to prevention commodities supporting programs for prevention of mother to child transmission of HIV promoting safe blood supplies and prevention of HIV transmission in health care settings assessing new prevention technologies to expand the availability of treatment to provide the best care for people living with HIV/ AIDS and their families to expand access and uptake of HIV testing and counseling so that people can learn their HIV status to strengthen health care systems so that they can deliver quality and sustainable HIV/AIDS programs and services and to improve HIV/AIDS information systems, including HIV surveillance, monitoring and evaluation and operational research. Due to the vast array of technical expertise, tools, experience and resources at their disposal, WHO is the most effective mechanism for providing technical support to combat the spread of HIV/AIDS, given the nature of the relationship with member states. This will be done via HIV/AIDS Interventions, guideline revisions, and capacity building in the regions, with a focus on both immediate and long term goals. These characteristics make the World Health Organization the only eligible partner to accomplish the objectives under this award.
