Only these entities have the requisite experience and background critical to the success of the SA HIV/AIDS Prevention and New Media grant program because they have 1) an established community based infrastructure addressing SA and HIV/AIDS prevention rooted in the Strategic Prevention Framework model 2) experience in working collaboratively with communities to achieve substance abuse and HIV/AIDS prevention goals 3) familiarity and experience with the alignment of behavioral health with primary prevention and 4) a history of delivering culturally competent and evidence based SA and HIV/AIDS prevention services over time. Eligible applicants are past and present recipients of SAMHSA s CSAP MAI Prevention grants Substance Abuse (SA), HIV, Hepatitis Prevention for Minority Populations and Minority Reentry Populations in Communities of Color SP 05 001 Prevention of Substance Abuse (SA) and HIV for At Risk Racial/Ethnic Minority Subpopulations Cooperative Agreements SP 08 001 Substance Abuse and HIV Prevention Ready To Respond Initiative in Communities Highly Impacted by Substance Use and HIV Infection SP 10 003 and Capacity Building Initiative for Substance Abuse (SA) and HIV Prevention Services for At Risk Racial/Ethnic Minority Young Adults SP 10 004) The statutory authority for this program prohibits grants to for profit agencies.
