In order to be eligible to apply, the SWA must be a member of WRIS2. States ineligible for this round of funding include Arkansas, Hawaii, Idaho, Illinois, Michigan, Nebraska, New Jersey, Oklahoma, Pennsylvania, South Dakota, Rhode Island, and Washington.
