The eligible applicant for One Stop Career Centers is the One Stop Operator, as defined under Section 121(d) of WIA 29 U.S.C. 2841(d), on behalf of the One Stop Career Center An employer or industry association in partnership with a Workforce Investment Board or A private, for profit organization in partnership with a Workforce Investment Board. Applicants must have a letter of commitment from the participating Workforce Investment Board.
