- Eligible Applicants The following types of entities are eligible to apply for award under this announcement. Failure to meet eligibility requirements will result in precluding the BLM from making an award. Eligible applicant types are Unrestricted, anyone may apply (Challenge Cost Share Program, 11 Matching) 2. Cost Sharing or Matching Non federal partners are expected to match BLM Challenge Cost Share Program (CCSP) funds at or near one to one (11) for their respective projects. If there is more than one non federal partner for a project their total contributions may be combined to meet the 11 cost share goal. 3. Other Eligibility Restrictions CESU agreement This financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Unit (CESU) program. CESUs are partnerships that provide research, technical assistance, and education. Under a CESU agreement recipient indirect costs are limited to a rate of no more than 17.5 of direct costs under the terms and conditions of the CP CESU Region Master CESU agreement.
