Opportunity Summary:
The Combined Personnel Preparation grant (CFDA 84.325K) is a discretionary grant opportunity from the U.S. Department of Education under the broader program area called Personnel Development to Improve Services and Results for Children with Disabilities. The core aim is to strengthen the pipeline of well-prepared professionals who serve infants, toddlers, and school-aged children with disabilities. In practical terms, the competition is designed to help meet state-identified shortages and workforce needs by supporting training efforts in special education, related services, early intervention, and also regular education roles that directly support children with disabilities. A key expectation is that the personnel prepared through these projects are trained using practices grounded in scientifically based research and real-world experience, so that graduates are positioned to be effective in classrooms and service settings.
Eligibility is limited to institutions of higher education (IHEs), including private IHEs and public or state-controlled IHEs, with the notice also indicating other entities may be eligible depending on the clarification provided in the official application notice. The funding instrument is a grant, and the program does not require cost sharing or matching. For the referenced competition cycle, the Department anticipated making about 65 awards, with an estimated total funding level of $13,000,000 and an award ceiling of $200,000 per award. The opportunity is tied to FY 2009 awards and is authorized under the Individuals with Disabilities Education Act framework referenced in the Federal Register notice.
Applications were made available on July 21, 2008, and the original closing date listed in the synopsis is September 9, 2008. However, the Department later issued a correction notice (published August 15, 2008) that changed key deadlines for the 84.325K competition: the corrected deadline for transmittal of applications is October 10, 2008, and the corrected deadline for intergovernmental review is December 9, 2008. The materials also note that any submissions made after September 9, 2008 must use the application forms associated with the August 15, 2008 posting rather than the earlier announcement version.
The application process is built around electronic submission through Grants.gov. Applicants are expected to download the application package, complete it offline, and submit it through the Grants.gov portal; emailing an application directly to the Department is not permitted. When searching on Grants.gov, applicants are instructed to look up the package by the base CFDA number (84.325) rather than using the letter suffix (so not 84.325K). The notice also points applicants to the official Federal Register publication as the controlling source for full requirements, including detailed eligibility rules, priorities, performance measures, pre-application or application requirements, submission instructions, and program contacts.
For support and follow-up, the synopsis provides Grants.gov helpdesk contact information (1-800-518-4726 and support@grants.gov) and names agency contacts for access issues and program questions, including Julius Cotton (system/admin contact) and program manager Maryann McDermott at the U.S. Department of Education. The official announcement link referenced in the synopsis is the Federal Register notice inviting applications for new FY 2009 awards for the Combined Personnel Preparation competition under CFDA 84.325K.
