- As prescribed by Section 678A(c)(2) of the CSBG Act (42 U.S.C. sect 9913(c)(2)), eligible applicants are CSBG eligible entities or statewide or local organizations or associations with demonstrated expertise in providing training on methods of effectively addressing the needs of low income families and communities. For purposes of this funding opportunity, the well defined geographic areas will align with established ACF regions (see Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program Regional Performance and Innovation Consortium, Administration for Children and Families (ACF) Regions, and the ACF Regional Map at http://www.acf.hhs.gov/programs/oro). This program is not appropriate for projects proposing stand alone services that target and affect areas outside the aforementioned well defined geographic areas. The applicant organization must be physically located in the ACF region they propose to serve. For more information on the ACF regions, please see Section I. RPIC Program Overview, RPIC Geographic Areas. A single applicant organization will serve as the grantee within each region. However, eligible applicants in each region may coordinate efforts and apply as consortia. OCS will disqualify any applicants not located in the region that they serving. Please see Section III.3 Other, OCS Additional Disqualification for more information. Faith based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith based organizations are encouraged to review the ACF Policy on Grants to Faith Based Organizations at http //www.acf.hhs.gov/acf policy on grants to faith based organizations. Applications from individuals, foreign entities, and sole proprietorship for profit organizations are not eligible and will be disqualified from competitive review and from funding under this announcement.
