The Enhanced Employment Services for Victims of Trafficking Demonstration is a grant opportunity by the Office of Planning, Research and Evaluation, in collaboration with the Office of Refugee Resettlement (ORR), part of the U.S. Department of Health and Human Services. Up to two cooperative agreements will be awarded to explore the feasibility and benefits of offering enhanced employment services to pre-certified foreign trafficking victims as well as others who currently do not qualify for ORR's Matching Grant Program.
Victims who obtain a Certification or Eligibility Letter from ORR can access federal and state benefits, including the Matching Grant Program, which has proven effective in helping participants secure jobs and achieve economic independence. For adult trafficking victims to participate in this program, they must enroll within 31 days of receiving their Certification or Eligibility Letter.
The proposed project aims to determine if tailored pre-employment services can improve self-sufficiency outcomes for trafficking victims expected to receive Certification from ORR. These services will not replace but will enhance the current offerings from ORR grantees, which include case management, maintenance assistance, and employment services, along with referrals for additional support like language training and health services.
Additionally, the project seeks to provide comprehensive services akin to those in the Matching Grant Program for foreign trafficking victims with work authorization who are ineligible for the Matching Grant.
A key requirement for funded projects is the conduction of an evaluation to assess the effectiveness of the provided services and the self-sufficiency achieved by participants, either directly through grant services or through subsequent transition to the Matching Grant Program or other employment initiatives.
