Applicants must have at least two years of experience providing housing counseling training services nationwide to housing counselors employed by housing counseling agencies participating in HUDrsquos Housing Counseling Program. Applicants may utilize in house staff, sub grant recipients, qualified third party trainers, consultants, and networks of local organizations with requisite experience and capacity. HUD strongly encourages the partnering with State Housing Finance Agencies (SHFAs). However, one organization must be designated as the primary applicant. Sub grantees may include SHFAs, local or state housing coalitions that are public or private nonprofit organizations, but must have ldquotax exemptrdquo status under section 501(a) pursuant to section 501(c)(3) of the Internal Revenue Code 26 USC 501(a) and (c)(3) or be an established SHFA. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
