  • Applicants are limited to local units of government, including state agencies (only if targeted to a local community), public agencies, and federally recognized tribal governments (as determined by the Secretary of the Interior). Units of government may partner as co applicants, when necessary, to achieve the goals of this solicitation however, a lead agency must be identified. Lead applicants must partner with a collaborative body that includes representation from city/county leadership, law enforcement, public health, courts, workforce development, housing and urban development, educators, and faith and community members. Partners should collectively have expertise in prevention, intervention, enforcement, and reentry. To be considered, applicants must provide the following A signed letter of commitment, at a minimum, by the mayor, chief of police (or equivalent law enforcement executive), and superintendent of schools within the locality. A demonstrated capacity to convene an array of community leaders and stakeholders and to work with OJJDP and its federal partners to build multidisciplinary partnerships and develop balanced approaches and data driven strategies to address youth violence in their localities. Substantiated high rates of youth violence. An identification of the primary local coordinator who will build partnerships and lead the 6 month development or enhancement of a youth violence prevention plan based on local data that will address the nature of youth violence and its causes and an inventory of resources that already exist to address that violence through prevention, intervention, suppression, and reentry strategies and programs.
