The Recovery Act NIST Construction Grant Program was established under the American Recovery and Reinvestment Act of 2009, which allocated $180 million for a competitive grant program focused on constructing research science buildings. The funding aims to support new construction or expansion of existing facilities dedicated to scientific research, such as laboratories and observatories.
NIST plans to distribute approximately $60 million for outstanding proposals from the fiscal year 2008 competition and around $120 million for a new competition in fiscal year 2009. The program's objectives include job preservation, economic recovery, and enhancing infrastructure to foster technological advancements.
Funding is expected to cover 8 to 12 projects, with federal contributions ranging from $10 million to $15 million each. Projects have a potential duration of up to five years, though many are anticipated to finish sooner. While cost sharing is not mandatory, a favorable cost share of 25% or 50% is encouraged.
Restrictions apply to eligibility, excluding projects not primarily intended for research, those focusing on undergraduate training, or facilities aimed at general public education rather than supporting research activities. Additionally, any uncompleted shell space for research is not allowed.
