USAID intends to release the solicitation document on or about June 5, 2008 with award by or have an effective date of October 1, 2008. This activity, a follow on program to the current Regional Outreach for Addressing AIDS through Development Strategies (ROADS) Project, supports the Department of State USAID Strategic Goal 3 Investing in People, Health Program Area 3.1. It is designed to 1) increase access to AIDS, health and other related services for mobile populations and vulnerable communities along the regional transport corridors in countries served by USAID/East Africa (USAID/EA) and 2) fund new approaches and support to African regional partners. USAID/EA will primarily fund new approaches and support to African regional partners bilateral missions will drive the design and expansion of AIDS and health activities in transport communities within their national boundaries from a menu of services according to the needs of the country. It is anticipated that bilateral missions will place Associate awards for this activity totaling 90 million with the 109 million maximum over the life of the LWA. Roads to a Healthy Future is designed as an integrated program but may have two separate features. The first for technical and managerial responsibility for the multi sectoral activity with the two synergistic components delineated above. The second, should funding become available, to integrate trafficking in persons (TIP) related activities into the program. This document pertains primarily to the multi sectoral activity although limited information on possible TIP activities is included and to highlight the possibility. Priority considerations for this procurement include contributions to USAID/EA and bilateral Mission indicators, measures to improve quality of services, methods to document impact, and creativeness of interventions and approaches. Interested Party comments are due to USAID by no later than 10am Tuesday, May 27, 2008 (Nairobi) for full consideration. USAID makes no firm commitment to issue a solicitation and will not reimburse any cost of interested parties that they may incur in responding to this request. (Agency may still review applications by suitable applicants for the remaining/unused allocated funding in 2024.)
