The National Institute of Corrections (NIC) is inviting proposals for a cooperative agreement related to the Prison Rape Elimination Act (PREA) Technical Assistance Project, set to begin in February 2010 and last for 12 months. This initiative aims to support Federal, State, and local authorities in preventing, investigating, and addressing prison rape through training and educational programs.

The primary purpose of this agreement is to continue providing technical assistance to enhance agency operations and services that tackle sexual violence and abuse in correctional environments. This assistance can vary from simple information sharing to comprehensive organizational assessments and recommendations.

State and local agencies responsible for overseeing detained individuals, as well as relevant Federal agencies, are encouraged to submit requests for assistance directly to NIC. The PREA Initiative Project Manager will evaluate these requests and coordinate the response with the chosen organization.

While the focus will be on issues related to inmate-on-inmate and staff-on-inmate sexual abuse, the project manager may also involve other NIC programs and resources to address broader concerns. Applicants must present an initial protocol outlining the tasks planned for the technical assistance, along with a communication plan detailing how notifications and updates will be managed between all parties involved. Following the award, these plans will be refined and finalized in collaboration with NIC.
