The Youth Homelessness Demonstration Program (YHDP) is a government initiative led by HUD aimed at addressing youth homelessness through community collaboration. Up to ten communities will be selected to develop and implement a comprehensive approach to prevent and end youth homelessness, with a focus on both urban and rural areas.
Eligible applicants must be Collaborative Applicants from their local Continuums of Care (CoCs) and they need to have a youth advisory board involved, as well as partnerships with local or state public child welfare agencies and various other stakeholders. Applications are due by November 30, 2016, and the selected communities will be announced in January 2017.
Each selected community will create a Coordinated Community Plan and can request funding between 1 million to 15 million dollars, depending on their youth population and poverty rates. This funding can support a range of projects aimed at aiding homeless and at-risk youth, including innovative approaches that may need waivers from standard program requirements. The grants will have a two-year term, with possibilities for renewal.
The YHDP emphasizes the importance of understanding the diverse needs of unaccompanied youth, including marginalized groups such as LGBTQ youth and parent youth. Communities are encouraged to utilize innovative strategies and incorporate the insights of youth who have experienced homelessness into their planning efforts.
