Opportunity Information: Apply for 12 558
The National Science Foundation (NSF) is seeking proposals for the design and construction of up to three Regional Class Research Vessels (RCRVs). This initiative is managed by the Division of Ocean Sciences' Integrative Programs Section, and the awarded project will be executed by a selected Lead Institution (LI) through multiple phases. Progress through these phases, which range from design to construction and sea trials, will depend upon the successful completion of each stage and the availability of funds.
The selected LI will oversee the entire project, including project management, technical oversight, and construction, as well as the scientific outfitting of the vessels. Proposals should also highlight partnerships for advancing academic research and educational initiatives. Interested organizations may propose to operate the first RCRV for up to five years but must demonstrate operational efficiency and effectiveness, with a review planned at the five-year mark that may lead to re-competition.
The RCRV design is based on previous work with the U.S. Navy, and any new design will be refined according to current regulations and community recommendations. The project includes phases such as evaluating existing designs, selecting shipyards, overseeing construction, and managing trials. Once the vessels are delivered, the operating institution will manage them while ensuring they are utilized for federally funded oceanographic research.
Annual operational funding will be negotiated through Cooperative Agreements, and the selected institutions are expected to engage with the University National Oceanographic Laboratory System for scheduling research projects.
